I have a few questions to ask about the site and how you want it made: What level of control does "full admin control" refer to? Do you want a site that you can customise and then a back end control with an admin account system or more of just a manage some small text bits on the site? Which systems are you able to run? I would probably code it all up into a php website, is that an applicable format for the submission? Do you need any back end features developing at all or is it only the design of the front end?
