Contest Brief

I need a design for a web/mobilesite where all the Districts in India have a Dedicated page with Photos's, party symbol , Bio , Achievements of the MP's , MLA's from that district .It should list key Contact Details of DC , Magistrate , Police , Hospital , Fire brigade .
Each page should have a discussion forum , Chat option , District Map with key details like area , population , landmarks , tourist destination , Business.
There needs to be advertisement space and a option to create local city meetup's and campaigns .

A section dedicated to :

1) Pride of City - ( a symbol of like as in FB )
2) Key Challenges
3) Space to Run a contest , survey
4) City Talent - Photos's and Bio
5) Key product in City integrated with purchase kart

Come up with more innovative ideas and name of the website as well.
