The budget is a joke to 3d art, this is not a market where u buy a model with 20$,and anyone else will have that model, here ppl work for you and the model is custom, which means u will be the solely owner of the model with all rights, even if is low poly that can be harder than a high poly, and i believe you want the model textured as well. a character.

Also you didn't provided enough info; which engine is the model for, must be rigged, animated, export requirements, preferred software to be used. etc
