Website is hosted under VPS. It is a classifieds website using Jom-Classifeds component. CPU usage is always showing as 100% and website takes more than 2 minutes to load and some times just shows " ERROR"

We already have one developed with Joomla but its damn slow and complicated. There are few features we need which are there in current website. The component we used is jom classifieds. so some what similar features we need in new one too. Any language can be used to develop but with an admin aces too in back end. do not quote big amount. now days we can easily buy a component under 100$. we also understand core php or any language will cost more than this so we are ok with a reasonable budget
