Convert Data to .igs file format

Job Description:
We have measurement software, which measures the radius of a solid cylinder which changes significantly. The data is 360 data points, 1 measurement of radius every 1 degrees. Our software exports .igs files of these 361 individual data points, where point 1 and point 361 are the same values. This file is just xy data.
I would like the .igs file to be continuous 1 degree segments from point to point. I would also like to produce an .igs file with a thickness of 0.25", xyz data.
I've attached a .txt file of the raw data, and an .igs file which our software exports. I need you to convert these to the 2 file formats requested: 1) segments for the full 360 degrees and the 2 ends close on each other 2) segments for the full 360 degrees and the 2 ends close on each other with a thickness of .25"
