photoshop face plug-in

I want to have a plug-in for photoshop cs, which can smooth out the face skin without losing too much details of the eyes, eyebrows, mouth, nose and hair. I should be able to control the degree of smoothness and details. If it is possible, I would like to control the color and brightness in the same window also. There should be a preview window to show the changes in real time. The idea of this plug-in is to allow people with limited knowledge of photoshop to enhance the face of a model. I shall have the full ownership of the source code and master resell right of this plug-in. In addition to the plug-in and source code, you must specify the software tool you use to develop this plug-in. The chosen programmer will have the opportunity to work on similiar projects in the future. You must be able to demostrate and deliver the plug-in within five days after winning the project. Please give a brief description of what you can do on this plug-in. An escrow account will be set up for the chosen programmer. Thank you.
