Character/Mascot illustration

Job Description:
I am going to need four or five illustrations of a propane delivery guy for use in several integrations...they will likely be
1) in circle for use as an icon for ads and such
2) with a propane truck in the background
3) Holding a sign
4) Filling tank
I will be able to supply studies for most of the above to assist the artist.
First step will be just to do studies. We like the attached file and would like it to be simiilar...would like to do a study of one character for approval. The difference will be that we will incorporate the client logo into his hat and clothing, a more straight on shot would be better and we would like to have more solid and less airbrushed colors for a faster read...
I would like 1) a price for the total project with a "kill" price if the client doesn't like the study and kills the project.
2) a timeline. It is needed soon.
This will be a one-time buy out of all rights. Art needs to be in vector format.
I like to work on Skype as much as possible.
