Moodle 2 navigation bar in header

Moodle 2 comes with a navigation block. I need to add a navigation bar to the header of the theme. The bar items depend on the items found in the navigation block. Different users can see different items in the navigation block and so they see different items on the bar. On mouse over each bar item, it drops down a menu. (also depends on what are under the item in the navigation block). Then on mouse over each drop down menu item, it opens a right menu displaying further items. Totally three levels are enough. Please estimate the time required to complete. (10 days should be maximum, weekends inclusive) An experienced Moodle developer is needed. Note: Daily log on for 2 - hours at iChat (or Jabber or Skype) is required.
