OCR & Bookmark US Court Filings

I have a set of US court-filing PDFs that first need to be cleaned up, paginated from the opening page, and run through high-accuracy OCR so every word is fully searchable. Once the text layer is in place, I also need logical bookmarks added to make navigation effortless for judges and clerks who read the file on screen. Although I did not specify the exact bookmark scheme yet, think in terms of the natural structure of a pleading—cover sheet, table of contents, each major section, and any exhibits—so the final file opens ready for quick jumps. You are welcome to use Adobe Acrobat Pro, ABBYY FineReader, or another comparable tool, so long as the final PDF passes a simple “Ctrl+F” test and the page numbers in the document view match the stamped page numbers on the footer.
