Raster to Vector Redraw

I need a raster image redrawn as a vector image urgently. The final vector image should be delivered in .AI format. I want to print the final image at 36" x 48" and mount it to foam core. I've included an example of the file below. I have it in *.AI format but it's too large to upload here.
