Build a closed caption file (srt) for a feature film using Premiere Pro

I am a filmmaker. Here is the project: I will provide the dialogue of the movie in English along with a very low resolution copy of the actual film. You will load the movie in Premiere Pro. You will create an open caption track using the dialogue. You will make sure the captions (subtitles) are synchronized with the spoken dialogue on the screen. I will also provide you with information about how the captions will look on the screen (font, font size, font color, caption background color, etc.). When you are done, you will supply me with a srt file of the captions. You should be familiar with creating open and closed captions for motion pictures. What I want is 'closed captions'.
