Every GeM bid document lists required uploads in its Document required from seller field: experience, past performance, turnover, certificates requested in ATC and so on. That field is consistent, so slots can be read from it exactly, every time. The model does the harder part, reading ATC and Buyer Added Conditions for requirements buried in free text, like an undertaking that has to go under an additional document slot. So the flow is: parse the bid PDF for slots and consignee state, read ATC and scope with the model, map each requirement to your master repository with document types and expiry dates, then split, merge and name PDFs in the order that tender asks for. The state picks the matching GST and local registrations, and anything expired or missing gets flagged before staff open the portal. Undertakings and affidavits I'd generate as drafts a person signs off. A wrong declaration on a government bid is worse than a missing one. At 50 bids a day it runs as a queue with a status screen per tender. This budget fits phase one: tender study, checklist, slot mapping, state selection and the upload-ready folder. On the pre-award POC, straight away: I will build it, but as a small paid first milestone, not free. Two reasons. It is several days of real work, and your POC needs real company documents - GST, EPF, ESIC, PSARA, ISO. Handing that set to multiple unvetted bidders for free demos is a bigger risk than the one you are managing. Paid, scoped, under NDA, one tender. On the build, the hard part is not the AI. GeM upload slots are not machine-readable in any consistent way - ATC and Buyer Added Conditions are free text and every buyer words them differently. So slot identification has to be rules plus LLM with a confidence score, and Human Verification Required should be the default status for the first few weeks rather than the exception. That is how it earns trust instead of quietly mis-filing a turnover certificate. Second: expired and missing document detection is your highest-value feature and it must not use AI at all. Validity dates belong in the repository as metadata, checked deterministically. An LLM deciding whether a GST certificate has lapsed is the one failure that costs you a bid. Third: 50+ tenders a day with PDF split and merge is a queue and storage problem, not a model problem, and gets designed as a job queue from day one.
