I need an image detection mobile app for Android. There are 3 states of a LCD display with flashing icons, plus detection of a movable needle on a gauge. The ability to detect the flashing/blinking icons is important. A static image detection process would NOT be sufficient.
The user should simply point their mobile camera at the image, and the app needs to indicate to the user which state the LCD or gauge is showing. If none of the states are detectable then it should indicate that detection is inconclusive. Note that the LCD may have other states that are not detectable by the app, but very close to what it might expect (ie an icon may be static rather than flashing).
Note lighting conditions may vary per device. LCD back-light may not always be on, and camera light may not always be on. The detection should be resilient to this as much as possible. Also, in some states the LCD numbers, like the temperate may be different. The only important part would be states of the icons.

Extra notes: I am a software developer that requires help with this initial prototype. I would like to review the source-code as it is developed. This project has been partly work upon before, but however the detection was not accurate and the app had reliability problems. Source code of a previous attempt can be provided, although I would prefer a different stratagy for implementation.
All final developed source code will be required and I should be able to compile from source. This is required for IP and security reasons.
Please also include development turn around times. I need a very quick turn around, with a possible test build of all states
within 2 weeks.
