Two things in your brief will decide whether this works. First, stock "accurate to the second" across locations isn't a sync problem, it's a concurrency one. If quantity is a single column everyone writes to, you get oversells the moment two orders hit the same SKU. I'd model stock as an append-only ledger of movements (receipt, pick, transfer, adjustment) and derive on-hand from it. Bit more work up front, but you get a full audit trail for free and the live dashboard just tails the ledger over WebSocket. Second, the budget forecast. I wouldn't start with ML. Your first couple of months of order data won't train anything worth trusting. So I'd ship a demand model first (moving average + lead time + safety stock) which gets purchasing calls right most of the time, and keep the interface clean so a proper forecasting model drops in later once there's history to learn from. Stack I'd suggest: Laravel + MySQL for the API and order workflows, React dashboard, Redis for the realtime layer. Nothing exotic, so your team can actually maintain it after the handover. I've done stock systems before. One was a web-based stock keeping app with barcode printing, check-in/check-out and reporting; another an Android app for retail reps to report stock differences back to head office.
