Animator needed for series of high quality 2D animations

I need an animator / studio which can produce a series of 2 minute animations to our storyboards, character designs and voiceover tracks for an online language program

these animations will need to have good production values,

the characters will have outlines and colours

ideally NOT vector animation (as seen traditionally in explainer videos)

and NOT stock artwork, artwork must be original
