Recovery Portal (Retro-term recovery portal)

Greetings! Below you find two sections, one containing information related to a specific project and the second related to general qualifications we are seeking in a candidate for future projects.

Please review carefully and provide an estimate in programming hours for this project and your hourly rate. We are seeking a candidate who is wanting to establish a long-term relationship and hopefully steady stream of income.

Project_Justification_-_Why_is_this_project_needed? : Recovery Unit, Network Management and Eligibility department need a centralized portal that is accessible to them as communication tools and eliminate manual (footwork) processes. This will serve as a tool that enable to look up paid claims that are overpaid. Network management needs this portal to approve letters to be sent. Eligibility department needs a tool to upload exception files, which will serve to validate data for appropriation.

Project_Product_-_What_exactly_is_the_end_product? : A web-based scalable portal that will enable Recovery unit, Eligibility department, and Network Management users to look up claims, upload exceptions and approve letters to be generated and sent to the providers.

Project_Deliverables_-_What_do_you_expect_to_receive_when_the_project_is_completed? : A web-based portal that scalable and expandable. A portal that is robust and meets the requirements with ease of use.

Project_Objectives_-_What_is_the_goal_of_the_project? : To facilitate the needs of concerned departments. A portal that is accessible to them. A centralized portal that can upload exception files to the folder and update the table. A look up that has ease of use and user-friendly.

Section II. General Qualifications

Candidate must be able develop Web based applications and application interfaces using Visual Basic, VB.NET, ASP.NET, C#, BIZTalk, Java, JavaScript, MS SQL, Oracle, Ajax, DOM, DHTML and Classic ASP. (.NetNuke knowledge is not required but would be an added bonus).

Must have skills in data integration from various systems

Must be able to take on projects and meet deadlines

Must possess project management skills

Must possess good problem solving skills and be confident of writing any kind of script from scratch him/herself

Candidate will design, develop, test and maintain applications in consultation with various vendors and Decision Support personnel.

Candidate will also be required to fully document developed software procedures and processes as well as create application flowcharts and training materials.
