auction website in classic asp with sql server and iDeal payment

The auction website should kinda be like www dot vakantieveilingen dot nl Bidders should register, be able to bid, and when they are the highest bidder, they receive an email with a link to iDeal (see [login to view URL]), so they can pay. The items to be auctioned are from a limited group of registered users. When a user opens an auction, they can give bidders the opportunity to get to the location and view the to be auctioned items. This can all be written as extra info on the item. A user can add iktems themselves with image upload etc. But when a user adds an item, it is viewed first by a staff member of the owner of the website. The staff member can grant rights to users that their items don't need to be reviewed before publishment. The staff can send mailings to all item owners and or bidders and or list of externally uploaded emailadresses and names. The staff can add procental fee for each item, but also per owners or for all owners. Each item should be added with vat. (vat might change in time, so this should be editable.) Bidders can get emailnotifications if they are over bidden. All database code should be in stored procedures. Design seperate in css and html5. Databasedesign is done, but can be changed if needed. We want to work with a language file, so footer and header can be easily adjusted if we need another language. If you want to use parts of open source auctions asp scripts, you can.
