I am looking for a program to convert the hand written notes and audio into navigable flash videos without uploading them to the livescribe database.

Livescribe has a method but it requires them to host and manage the content... I want something more secure.
This program should be compatible with Windows XP through Windows 7. When a user is writing notes, when they press the pause button it should mark it like a chapter in a dvd during playback. This allows the end user watching the video to control the lesson/ cast.
I am unable to locate a program to do this, therefor I am also interested in a licensing setup and website as well.
I want to create a flash video using my Livescribe Pulse pen (pencast) without livescribes involvement. Currently the only way to create a pencast is it upload it to the livescribe servers... I want my flash video files hosted directly on my own server.
If the ability to control licenses is pretty expensive, I can drop that idea...
