Trading signals distribution system

We need a Forex trading signals distribution system. We need a DLL file to connect the MetaTrader 4 terminal to a Windows based server application (developed by the Provider) which will receive and transfer the signals to all users via a Windows,Linux,Mac,WM based GUI software, via IM messages (popular ones like MSN, AIM, Skype, etc.), via e-mail, and optional (user can opt this for a plus fee) SMS alerts.

The GUI on the three OSs mentioned above should look similar to the one attached but of course we will further discuss that after choosing the provider we want to work with.

The user database will be stored in MySQL and the Server application should read all information from that database when sending out the signals.

We will need the source codes after the project is completed and we paid, but we need the system 100% ready until October 31, 2007. We do not want to see any bugs, or half-done work because if the deadline passes and we don't have a 100% functional software we won't pay and search for an other provider.

We will work with the chosen company in the future as this project is a long term one and we'll need further improvements, new features, etc. in the future.

I couldn't specify before but the maximum budget for this project is $2500!
