Online Casino and Gaming Software

Up for bid is the development of an online casino.
I am in process of starting my online casino and need to develop the website, the gaming software, and the billing portal. Here is what I need:
- a static website that might include some flash animations and is only informatory, this is the casino front.
- a signup process to which customers can sign up and open an account
- a billing portal with which a customer can add or withdraw funds to and from their account. This should use major credit cards, neteller, and so on.
- the gaming software that includes several games from blackjack, to roulette, to slot machines.
- the gaming software is of course hooked to the user account and uses the user credits to allow user to play if they have available funds.
- the website should be robust and error free. It cannot make errors, crash, or be heavy on a server since it will be dealing with considerable traffic
- the website should be modular to allow addition of new games or even new functionality, such as betting.
- The website should include an administrative office that can show statistics on users pay-ins and pay-outs. This does not have to be very elaborate and is only informatory.
- I would prefer for it to be in ASP.NET or PHP, however I am not an expert on architecting solutions and you can convince me otherwise. (you knowing a certain language very well is not a good reason)
I do not need web design (artistic work), logo corporate image, graphics, headers footers, buttons. These will be provided by a company and they will be ready to be simply incorporated into the website. In short, the coding is only needed, I already have the design concept and it is being worked on.
A software requirements specifications document will be required and it will be approved in order to start development. I will not accept development without initially approving the requirements document.
Having said, this is not a project for developers that don’t have experience or little in the gaming business. Please do not bid if you do not have gaming or related experience. Please provide previous work examples and portfolio if present after you bid.
