1) Linux-C++ application which can send and receive messages from a different instance of the same application behind a different NAT and static IP. You are allowed to use a server running on the internet with a static IP for mediation, however , the client application should definitely be configured to receive packets even when behind a NAT.
2) Application should set up port forwarding rules on the router
3) Application should work on routers which do not have static IPs.
4) Application should work on multi NAT setups.

I can write a socket IO for you , which communicates with server inorder to acheive TCP / UDP punching. Will require your test environment to debug/test the applications.
