AutoCAD heat line path.

I have a CAD project that I’m working on where I need to simulate the zig-zag pattern of heating wires (or heating pipes) on a floor plan. I’m looking to develop a program, run as an add-on to nanoCAD, that would create the line pattern based on a few variable inputs.
The floor plan (heated area) is unique for each installation. The spacing distance between parallel wire runs can be considered a constant value for each installation but it will vary from plan to plan.
The big problem to solve is to be able to evenly cover the heated area with the wire accounting for curves, arcs and cut-out sections. As such the spacing on a given plan is permitted to vary (within limits) as needed to ensure the wire line stays close to the perimeter.
The attached file is an example of the type of continuous line I would like the program to create. The file also shows some limiting conditions the line must observe. The space within the perimeter represents an area to be heated and the continuous line represents a heating wire.
My goal is to have created a CAD add-on where I can:
1. import an area outline (floor plan) shape from [login to view URL] file. into a CAD file,
2. open the add-on program to begin the process,
3. screen select a portion of, or the entire area that needs to be heated,
4. manually enter the: spacing distance, within a dialog box,
5. screen select both the start point and finish point for the zig-zag line, and then
6. have the program create the zig zag line pattern.
In future the line data will be sent to a CAM program and processed to control automated assembly equipment.
What I’ve described above gives the overall definition of the project, there are some more details but I think this is enough to generate discussion.
Please let me know if this is something you could do and an approximate cost if not within my estimate?
I am willing to consider partial solutions as well, or 2 or 3 step solutions where I need to do some intermediate entries or drawing adjustments as part of the continuous line creation.
