Asp.net webforms to MVC

We are searching for a experienced asp.net developer with vb.net knowledge. We have a set of around 250 aspx files, which are created with a conversion tool from an access database. We would like to assess if a combination of the webforms with MVC is possible. (as described here: [login to view URL]). Besided debugging the files we would like to extend the project with certein functionalities:
- admin dashboard (adminlte for example)
- user management/ login
- encryption of database and ssl- encryption
- design modifications
