Mikrotik - Mangle for Multi wan no NAT need help 10 min to fix

hi i have 2 ISP with public block i need to route but other not , using Mangle im having issue if some public ip have ip directly on the mikrotik , all ip that i route trough the mikrotik using mangle work well but not the ones with ip that i put directly on the same mikrotik gateway.

its probably a 5 min fix im too stupid to fix it
