I can prepare a documented remote design package using your verified site and soil inputs, with clearly stated assumptions for local review. For $450 / 7 days after receiving the inputs, I would deliver a dimensioned layout/elevation and typical section in DWG/PDF; sliding, overturning and bearing calculations; an assessment of whether a gravity arrangement is viable or reinforced/grouted blockwork is needed; drainage/backfill details; and a materials schedule. One consolidated revision is included. I would flag any need for geotechnical assessment or a different wall system before finalising the package. Local permit review and any required California PE stamp are separate.
