The brief doesn't say where you're starting from, which matters more than the stack list. Landing as lead into an existing AWS/GCP environment without a clear IaC baseline is a different job than greenfielding it, and the approach has to match. Assuming greenfield or partial: I'd structure the first deliverable as a working Terraform module skeleton across both clouds with remote state, locking, and workspace separation, wired into a GitLab pipeline that gates on plan before any apply. Kubernetes clusters (EKS or GKE, your call) provision from that same Terraform root, with namespaces and RBAC scoped from day one rather than retrofitted. GitLab CI handles build, test, and deploy with environment-specific pipeline rules so the dev/staging/prod promotion path is explicit in code, not tribal knowledge.
