Looking for Plugin Developer

I run a minecraft server that needs a special plugin done in order for it to be complete. I would like a custom plugin made that creates 4 "Kingdoms" to choose from when a player joins the server; kind of like an rpg. After the player chooses a Kingdom, they should then be teleported to the Kingdom's spawn area. Once arriving at the spawn area, a GUI would come up showing different jobs/roles for the player to choose from. Each Kingdom needs to be able to have a main Kingdom, made by me and my builders, and towns that the players can create by branching off. Another necessity for the plugin would be for a sort of event/admin castle that will have editable levels in which I will place into the center of the map. One final request for the plugin is for random dungeons and mobs to spawn around the world which can be edited with commands if needed. Thank you.
