Our small, 11-unit townhouse subdivision in Virginia has been self-managed since the developer handed the Property Owners Association over to us in 2005. Two decades later the documents still read as if the developer is in charge and, not surprisingly, we now argue over what the POA can and cannot regulate—most recently whether individual owners need Association approval to remove Locust trees that sit squarely on their own 0.06-acre lots. I need a professional who understands the Virginia Property Owners Association Act (and preferably the Condominium Act, just in case) to: • remove or rewrite every outdated clause tied to the developer’s rights and turnover process, • tighten the sections on day-to-day property management so our authority is clear, and • add a definitive, legally sound policy on tree removal (and similar private-lot matters) that reflects current state law and good practice. The finished work should arrive in two formats—a redlined version showing every change and a clean, ready-to-sign set of bylaws and covenants—accompanied by a concise written report explaining each revision.
