I think the most fair option is to pay per results. Therefore, after accepting your bid I will give you access to the google analytics account for the website. This way we can both transparently measure the progress.
Please include in your bid exactly what you expect to achieve and in what period (e.g. "You will have 2000 unique users per day in the next two months"). We are going to use these assumptions as the project goals (in order to measure the project completeness and you to get your payment, so please make sure you are as specific as you can in defining these terms).
I am not sure on how exactly this project goals can be measured. The above suggestion is one option. Feel free to suggest me other ways to state measurable goals if you don't feel comfortable with my suggestion.
The most important thing for me is to be able to decide without any doubt that the project has achieved it's goals or not. Once again, SPAM is not to be used.
