Writer of Proposal for Website NEEDED

I need to hire someone to write a proposal for my current company. We are a small advertising company that does NOT advertise on the internet at all. I am looking to try and get the company to build a very complex website / webring for lead generation from internet advertising. The type of advertising we do is Education schooling. I need to have the pros, the cons, the cost and the affect in this proposal of How to get the programming done. Choices are Hiring a new programmer Let our One man in hourse guy do it Outsource to a team / firm to get this project done quickly. Total man hours for programming side is 800 to 1000 the programming I would like to use is PHP/MySQL since it is free open source and readily available, but we have some people that feel it should be written in .asp and .net coding. Which the licensing cost a lot of money. The pro to that is we already have a current in-house application that requires MS-SQL server the down side is we do not want to host in house because we are not a data center. I need to know how this will benifit our business, such as in the long ruin more income. How we should go about setting up current customers on the internet. How to buy internet advertising Why or why not should we dedicate a "InterActive Team" I do not get anything out of this, Right now all we do is Direct response advertising on Television in the USA. I need someone that can write this and ask me the right questions to get this done. I know what to say I just don't know how to format it on paper. So with what I know and your format we can work together and have a kickin proposal. If I ever get another out of it (which i seriously doubt because this company is a bunch of tight wods) I will be more then happy to give you a bonus. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased.
