Creating a UI Guidelines document for developers

Hello Bidders, A document needs to be created for the UI guidelines for a software product that is similar to NetVibes.com. The design or UI guidelines are for the portlet section and is for other developers who will be providing the content for the portlet. The main areas to focus are the following Icons, Fonts, Color, Dimensions and size, Mouseover effects, the messaging, Selection criteria (check box etc). It has to be a professionally written document with the right flow of information from developers point of view and understanding.
