Responsive CSS Flexbox cards for magazine-style homepage

I'm creating a simple magazine style website that features depiction images and text. The responsive header and footer for this site are already finished. I need CSS/HTML code for the homepage which features a set of Flexbox cards. A shadow hover state would be a nice touch. The main requirement is that they scale for mobile, tablet and desktop as shown on the attached visuals. Would like to build a good rapport, as there will be other responsive web work for the successful freelancer.
