Each sheet gets a fixed scale instead, with the breaks placed at section ends. Before exporting, a short script checks every sheet for what doesn't show on screen: a print area that ends above rows added later, hidden rows or sheets, charts outside the print area. The export is Excel's own Save as PDF, which keeps charts as vector drawings, sharp at any zoom. Online converters redraw the sheet with their own fonts and chart engine, which is how widths and breaks move. Then I check every PDF page against its sheet.
