NDIP - National Digital Identity Platform (30+ Million 3 Crore Users) – Software Development

Project Description MOMCO AI Limited (Lusaka, Zambia) invites proposals from experienced software development companies or enterprise development teams for the design and development of a National Digital Identity Platform (NIDP) for a government project in Africa. The platform will manage digital identities for approximately 30–33 million (3 crore) citizens and provide secure authentication and verification services for government agencies and authorized third-party organizations. This project includes software platform development only. Infrastructure, biometric capture hardware, and physical ID card production are not part of this scope. Only vendors with experience in large-scale enterprise or government systems should apply. Project Scope The selected vendor will develop the following major components. 1. Government Administration Platform (Web Dashboard) Secure web-based platform for government administrators. Core functions: • Citizen identity record management • Enrollment monitoring • Authentication monitoring • Role-based access control • System administration • Security audit logs • Fraud monitoring alerts • Reporting and analytics dashboard 2. Citizen Web Portal A secure portal where citizens can access their digital identity. Features include: • Citizen registration and secure login • Digital identity display • Profile management • Identity verification requests • Authentication history • Notifications and alerts 3. Mobile Applications Mobile applications for: • Android • iOS Key features: • Digital identity access • Secure authentication • Profile updates • Notifications • Authentication approvals 4. eKYC Identity Verification Platform A secure identity verification platform allowing third-party institutions to verify citizens. Potential users include: • Banks • Telecom operators • Financial institutions • Government service providers Authentication methods: • Mobile OTP • Email OTP • Biometric authentication Biometric Integration The platform must support biometric integration. Required biometric modalities: • Fingerprint • Facial recognition Optional future capability: • Iris recognition Note: biometric capture devices are not part of this project.
