Convert a PDF to doc

We have a 4 page PDF that we need to convert to .doc. We tried one of the many available programs that do that and the output it, at first sight, amazing. But as soon as you edit anything the nightmare starts - with tables that shouldn't be there, absurd images to do a simple text background, and so on. So the goal is to get an EDITABLE .doc file, that doesn't do weird things as soon as you touch anything. Probably you can just do it by copying and pasting from a converted file into a new one. Or you can type anything from scratch (it's just 4 pages). Just so that's it clear: WE OWN THE FILE. We need the conversion because we lost the original file. So whoever is in charge of closing projects here - please go find something else to do.
