Design a Li-ion Charging circuit with a reverse circuit

Need a charger circuit to charge 18650 Li-ion cells from tec1-12706 Peltier modules.

The circuit consist of 2 sets (Eg: each of 6 numbers) of peltier modules with two temperature sensors and it's output have to use for charging the Li-ion battery.

Plus when the temperature of 1st set become less than 0 celsius. It has to reverse operated, That is battery has to supply the charge to this module to generate heat on it.
