impulse generator of desired specifications

Job Description:

We need an electronic circuit that can convert AC signal into a train of pulses of 250 V (offload). The output voltage should not be less than 200 V while on-load (short circuit) condition. the shape and duty cycle of pulses is shown in figure attached.
