Raspberry Pi smoke detector & fan controller

Hi,
I am looking for someone to build a small Raspberry Pi project for me.
We have a data center with 230v AC cooling modules and 230v fans which we would like to automate using a Pi or two.
Some requirements are:
- At least 40 min battery emergency power for the Pi and its sensors
- A series of 4 smoke detectors must be ALL triggered before the control signal i sent to the 230V relay to cut (add redundancy to avoid failure)
- Protected web interface with admin capabilities
- 4-8 temperature sensors for fan control
- email & sms alert
- fire proof casing (CE approved)
- good expansion capability for future add-ons
- separate channel (relay) for temp. controlled fans to turn off at XX(C) to avoid cooling outside air
- 2-4 IR diodes with learning capability in order to control AC temp settings.
- temp logging
- humidity sensor
