Help me design and produce a chip that takes 60-100W PD via USB-C and outputs either 5v4amps or 15v

I'm looking for a PCB designer to help build a converter chip for me.
I want to take PD 80W power from a power bank and convert it 5v4a and 15v (have a bridge circuit or something to switch between the two).
$50 to help design it, and another $50 to assist in getting it manufacturered
