Web Marketing Strategy for a very specific US target audienc

I have started a paid answers/solutions website that has two basic types of users - Gurus and Seekers. After attempting different marketing routes to attract the Gurus, the correct nerve was identified for low-cost-super-impact Guru marketing. Posting advertisements for part-time earning opportunities in free job classifieds websites for different fields and in different cities, got us around 500 Gurus in 1.5 months (in varied fields like accounting, tax, car mechanics, nurses, gardeners, electricians, plumbers, animal experts, teachers, etc.). This marketing strategy hit the bull's eye because these job seekers were experts / professionals in various fields and they were looking to earn additional money as well. I had to stop this Guru marketing campaign within a few weeks since there were no Seekers who would ask questions to these Gurus. But this advertisement campaign was very cost effective and apt as the people looking for jobs are experts / professionals in their respective fields and are also looking for additional income on the side. Breakthrough Required – Marketing to Seekers: I have been looking for that perfect nerve / pulse for low-cost-super-effective Seeker Marketing, similar to the pulse I found for Guru marketing (Seekers are users who pay for answers / solutions / information). I have tried several things but none of the ideas have been cost effective and essentially I am unable to attract the target audience. I do have several ideas but I will appreciate guidance / advice about what would be the best sequence to proceed with the Seeker Marketing. I would also appreciate advice on other marketing avenues, marketing budget, etc. Deliverables: Provide an end-to-end web low-cost-super-effective-marketing solution for Seekers - from brainstorming, ideas, strategy, solutions and implementation. Constraints: - This is an out-of-pocket solo-venture till now and so budget is definitely a constraint. The solution has to have most value for the buck. - I tried advertising on some DIY forums but even the smallest of them expect at least $30 upwards for a 2-to-4 week banner. How many such forums can I keep advertising? - I tried Google Adwords but it did not give the desired results and they expect higher prices for different keywords with limited results. - Radio / local TV ads would be for brand building / machine gun approach but nobody runs to their computer to enter a URL they heard on the TV. The ad has to be internet based so the Seeker can take immediate action by clicking it. Please send me a PM and I will share other details about this assignment. Again, my budget is not much since this is an out of pocket project, but if you are the best web marketing guru / expert who is looking at this as a challenge, then this may work for both of us. I can assure you repeat business and long term business relationship, when this business grows big.
