Well I being a DIYer personally prefer not to buy it and building it! And I'm happy to see you're too. First of all you need to decide what exactly are we going to use it for, like for aerial photography or videography, or for racing, or for carrying heavy loads. That depends on the application. Then we can decide if its quad rotor hex rotor or a heli rotor or a bi rotor. We also need to first write down requurements like minimum flight time required, maximum payload capacity( excluding self weight ) . We also need to look into flight controller which basically decidss stability and cost of course! I recently built a drone for one of my friend, I've built quite a few as a freelancer(but I wasn't paid that time as it was for my college team). So I have good experience with it. I also know how to decide on propellor size motor size ESC size etc. I am a power electronics engineer by profession so you can rely on me. Well 250GBP is too much for just guidance so I am okay if we slightly reduce the budget. I mean the parts are costly too so if shouldn't be too heavy for you.
