### Job Title **Massachusetts-Licensed Civil/Site Engineer – Nantucket Wetland Crossing, Access Road & NOI Plans** ### Job Description We are seeking an experienced **Massachusetts-licensed Professional Engineer (PE)** for an expedited residential civil/site engineering project in Nantucket, Massachusetts. The property is approximately **2.45 acres** and is being evaluated for a **two-lot front/rear subdivision**. The immediate engineering need is to design a private/subdivision access road along the easterly side of the property, including a **wetland crossing and fire turnaround**, and prepare the civil engineering plans and calculations required to support a **Notice of Intent (NOI)** filing with the Nantucket Conservation Commission. A professional wetland scientist has already completed the wetland delineation, GPS-located the wetland flags, and mapped the applicable buffer zones. A professional land survey is also substantially complete. Preliminary subdivision/access concepts are being developed separately. ### Scope of Work The selected engineer will be expected to: * Review the existing survey, wetland delineation, GPS data, buffer zones, and proposed access alignment. * Develop the private/subdivision access road layout. * Design the wetland crossing. * Establish roadway/driveway grades and profiles. * Prepare existing and proposed grading/contours. * Design drainage/stormwater management as applicable. * Design an appropriate fire apparatus turnaround. * Coordinate utilities through or alongside the access corridor. * Establish limits of disturbance. * Prepare erosion and sediment-control details. * Prepare crossing details, sections, and construction notes. * Calculate temporary and permanent wetland/resource-area impacts. * Prepare engineering calculations necessary for the NOI. * Coordinate with our wetland consultant, surveyor, land-use attorney, and subdivision planner. * Prepare and **PE-stamp the civil/site drawings** required for the Conservation Commission submission. * Respond to reasonable engineering comments during the initial permitting review. Our wetland consultant will lead the environmental narrative and NOI filing. This assignment is specifically for the **civil/site engineering component**. ### Existing Information Available We can provide immediately: * existing survey/base plans; * CAD files as available; * wetland study; * GPS wetland point data; * wetland and buffer-zone mapping; * preliminary subdivision layouts; * proposed road/access concepts; * aerial/site information; and * direct access to our wetland consultant and land-use team. This is **not a boundary survey assignment** and does not require the engineer to redo the wetland delineation. ### Required Qualifications * Active **Massachusetts PE license**. * Strong civil/site-development experience. * Experience with Massachusetts Wetlands Protection Act permitting. * Road/private-driveway design experience. * Grading and drainage/stormwater design experience. * Wetland-crossing and erosion-control experience. * AutoCAD/Civil 3D capability. * Ability to work efficiently with existing survey and environmental consultants. Experience in **Nantucket, Cape Cod, Martha’s Vineyard, or other Massachusetts coastal/wetland jurisdictions** is preferred but not mandatory. ### Schedule This is an **expedited project**. We are looking for someone who can: * begin immediately; * provide a preliminary access/crossing concept within approximately **2–4 business days**; and * target an **NOI-ready civil engineering package within approximately 7–10 calendar days**, assuming the required information is provided promptly. Please do not apply unless you can begin quickly. ### Budget Anticipated budget: **$8,000–$15,000** We prefer either: * fixed fee; or * phased/not-to-exceed pricing. Please provide your proposed scope and fee rather than simply accepting the maximum budget. ### Please Include With Your Proposal 1. Massachusetts PE license number. 2. Examples of similar site-development, wetland-crossing, road, or NOI projects. 3. Massachusetts/Cape & Islands permitting experience. 4. Confirmation of immediate availability. 5. Earliest date you could provide a preliminary plan. 6. Estimated turnaround for an NOI-ready civil package. 7. Proposed fee or not-to-exceed budget. 8. Whether you believe an initial site visit is necessary. **Responsiveness and turnaround time are important. We are prepared to engage the right engineer immediately.**

I can certainly assist with the Nantucket site plan, drawing on my experience designing similar wetland crossings and subdivision access roads for challenging coastal environments. My approach ensures compliance with MassDEP regulations and efficient permitting. My technical strategy involves utilizing AutoCAD Civil 3D for all design work, including grading, drainage, and road profiles. I will perform hydrological analysis using HEC-RAS to model the wetland crossing's impact and design appropriate structures (e.g., culverts, bridges) to maintain flow and minimize environmental disturbance. The NOI submission will be meticulously prepared, incorporating all required calculations, drawings, and supporting documentation. To ensure alignment, could you clarify if there are any specific existing site survey data you'd prefer to integrate, and what is the target submission deadline for the NOI? I'm available for a brief call to discuss your project in more detail.

The real job here is getting the NOI filed, so that wetland crossing needs to be practical and well-documented. I'd start by mapping the existing contours and wetland boundaries in AutoCAD using the provided survey data, then lay out the access road on the easterly side, aiming for a gentle slope and minimal impact on the sensitive areas. The fire turnaround will be a simple loop design, ensuring it meets town requirements for radius and clearance. I'll use standard civil engineering principles to calculate earthwork and stormwater management, showing this clearly on the plans. The order of operations matters, and I'd build the site grading and road alignment first, so the wetland crossing design is informed by actual proposed land disturbance. I have experience with Massachusetts NOI submissions. What are the existing easement rights on the easterly property line? I'd have the base site plan and road layout complete within the first day or two. 5.0 rating across 10 reviews on here, and Preferred Freelancer status.

Hi I went through your posting for "MA PE Needed: Nantucket Site Plan" and this is exactly the kind of Environmental Consulting, Structural Engineering, Land Surveying, Civil Engineering, Building Architecture, AutoCAD and Project Management work I do every week. How I Would Approach the Project: 1. Review the project scope and requirements to confirm deliverables, applicable codes, and any design or coordination requirements. 2. Develop the drawings in stages and provide progress updates so you can review and give feedback early in the process. 3. Finalize and coordinate the drawing set, make necessary revisions, and deliver the completed files while remaining available for reasonable follow-up support. I look forward hearing from you. Thanks, Kinetic

Hi, I like this project because Nantucket permitting leaves little room for assumptions—the access road, wetland crossing, grading and drainage all need to work together and be defensible in the NOI package. I’d review the survey/wetland data first, develop the road profile and crossing, then complete grading, drainage, turnaround, erosion controls, impact calculations and PE-stamped plans while coordinating directly with your wetland consultant and surveyor. I’ve handled Massachusetts site-development work involving wetlands, access roads, grading and permitting coordination, with Civil 3D/AutoCAD used for production plans. A quick win would be checking the proposed alignment against wetland impacts and grades before detailed drafting. Do you already have the preliminary access alignment in CAD, and is a site visit available if needed?

Hello, I’m interested in supporting this expedited Nantucket site-engineering project. The scope is well aligned with civil/site development work involving access-road geometry, grading, drainage, wetland crossings, fire access, erosion control, limits of disturbance, and coordination with existing survey and wetland data. I can work directly from your existing survey/CAD files, wetland delineation, GPS points, buffer mapping, and preliminary subdivision concepts rather than duplicating completed field work. I can develop the roadway alignment, profiles and grading, crossing details, drainage concepts, fire turnaround, construction details, impact calculations, and supporting engineering documentation needed for the NOI package, while coordinating closely with your wetland consultant, surveyor, attorney, and planner. Given the 2–4 business-day preliminary concept and 7–10 day NOI-ready target, I can prioritize the project and work efficiently from the information provided. For the Massachusetts PE requirement, final review and PE stamping/sealing would need to be completed by an appropriately licensed Massachusetts PE. I can coordinate that review as part of the workflow rather than misrepresenting licensure. Please send the survey/CAD base, wetland plans, preliminary access concept, and property information. I can review the available material and quickly outline the engineering scope, schedule, and fee. Best regards,
