Convert VBS in Excel to Google sheets

Job Description:
We have a VBS script inside an Excel spreadsheet that we need converted to work in Google sheets.
1) I just need confirmation that we can just create a Google Account to view the sheet without needing to pay for Gsuite
2) allow us to easily modify a few fields (questions, criteria, risk value, email to, for example)
3) We're hoping the conversion to Google sheets will allow the outputted file to do two things;
a) calculate "risk" based on question responses
b) risk value equals either a email notice to review and approve, or deny.
c) results of risk value are outputted to pdf and saved within Drive
d) option to email the pdf file to anyone
