Optimization of a purchasing process - open to bidding

The problem:
1. I buy online-traffic (clicks) from different platforms
2. I have to hit my targets, for example. i have to deliver 1000 clicks in 30 days
3. my sources can't guarantee a ceratin ammount of traffic they deliver
4. therefore i have to observe an fine-tune the campaign during the runtime. Turn on / off sources according to under- / over-performance. -> campaign management based on already collected data. E.G. i wait 5 days, look at what happend and decide what to do next.
5. to be able to do best possible decissons i need a statistical indicator telling me what to do at any given day, if at all, to increase the probability of hitting my target based on past data. (e.g. buy +20 clicks per day on avg. from now on / buy -20 on avg. from now on).
6. working with simple avarages doesn't seem to work good for this optimization problem. Especially when the daily volaitility is too high.

After trying on my own now I'm looking for a skilled math or statistics person who a) can figure out the optimization methods suitable best for this kind of problem b) will build some simulations (e.g. with excel or any tool of your choice) showing how the picked methods could work in real.
In the end i will need a formula to integrate in my software.
