Tennis League Scheduler

I am in need of a proprietary scheduling tool that interacts with data in Excel. Approximately 15 tennis leagues running throughout the year. Each league is divided into anywhere from 3 to 15 flights. Each flight has 3 to 12 teams. The tool must take the league, flight, and team data from Excel and seamlessly create schedules for all teams that align with available times and locations also set up in Excel. Some teams are “affiliated” with locations and some teams are independent and can scheduled at any of 25+ neutral sites. A variety of parameters for creating, modifying, and interacting with the schedules should be included.
This project will require brainstorming with me to and probably a few rounds of decisions to be sure the tool works as needed.
