Face Blurring Photoshop Plug-in

I run a photography studio and we are in the process of scanning thousands of old photos with the intent to use them commercially for a project. However, there are many images which include bystanders or members of the public. This creates a problem for us, because these faces need to be blurred out. But other people in the images must not be blurred.

I need a photoshop plug-in that will detect all faces in an image, and select them with an appropriately sized selection area.. Then, it must allow me to click in any of the selected areas, which un-selects that area. There must be an option that allows me to re-select all faces in case I make a mistake when I unselect an area. Finally, there must be a button that returns the image to Photoshop with the selections intact so that I can use Photoshop to blur or blacken or generally effect only those areas.

This plug-in must be designed with the idea of being used as part of a Photoshop action. I need to process thousands of images this way. I need to record an action which opens an image, then starts the plug-in to choose all faces, allows me to unselect some, and then return the selection to Photoshop so I can then have photoshop blur or blacken the faces, and then save the image. Then move onto the next image in the batch and repeat until all have been processed.

We are Windows based, with some systems running Windows 10 64bit and others running Windows 7 64bit. We primarily use both Adobe Photoshop CS6 and Adobe Photoshop CS3. The plug-in has to be compatible with both.

The workflow would go like this:

1. Start Adobe Photoshop.

2. Open an image

3. Start the plug-in (probably in the “Filters” menu)

4. The Plug-in window opens with the image showing, and all the faces individually selected

5. The user can click in any selected area which deselects that face

6. An “undo” button allows the user to undo the last click made

7. A “reselect” button reselect all faces

8. An “ok” button returns the selection to Photoshop and the plug-in closes

9. The image is now open in Photoshop with the selected areas active and awaiting manipulation

10. The selected areas are manipulated and the file is saved and closed

Since the plug-in will be used in a Photoshop action, the Plug-in will need to require that the user manually click the “ok” button before the action can continue. By this, I mean that when the action is recorded, the clicks that take place in the plug-in, as well as the click on the “ok” button, must NOT be recorded. I hope this important point makes sense.

As I have no programming experience, I have no idea what programming language is best suited for this task. I leave that to you.
