Flash euro map

We have a urgent requirement for some Flash work. We are currently in the finial stages of a web build for a European organization. The developed site will have feature a map, we've designed the map in Abode Illustrator and require the visuals converted into a Flash animated map. The project would involve: 1. taking our layered Illustrator file with and converting it into Flash formate. 2. highlighted regions will require linking to internal website pages, there will be 47 regions listed requiring links. 3. each region should have a hover state, with rollover effect, darker green colour. 4. when user hovers over the region area the associated region name should be highlighted in the right hand column, this can be seen in attached visual. 5. when user hovers over a region name the region map area should be highlighted. We will require all work to be completed by 25th Dec. We will decide on a suitable provider within the next 24hours, any examples similar professionally finished flash map work will give provider best advantage.
