Quick Theme Designs Needed - Max budget $100

I need 2 page designs done very quickly. This is for a website, where i have a programmer onboard to work on the back end. The website is for a writer, who will publish details of his writing, blog, articles, videos etc.. The designs are 2 parts. The home page has to be designed like a map e.g. the map of Nigeria, and the map will be divided into different regions. These regions will represent the different sections of the site e.g. Home, about us, News, Contact Us, Blog, and Video. This will be the main navigation point of the site.. By clicking one of these sections on the home page you will be taken to the relevant section e.g. blog or video. The second design is for the look and feel of the detail page e.g. blog/ video/ about... design how these pages will look like. Finally is to design the logo, which will be very straightforward- all ideas welcome. Colours need to be light and bright – more information in the attached PowerPoint. The website is called the 37th state, and i have attached a PowerPoint document with a bit more information. I need this done quickly within the next 2 days. To review progress, you will send me a jpeg of the designs and i will give feedback. Once i am happy with the final designs, i will make the escrow payment, you send me the required out puts (which are the sliced designs) and i release the payment. This is very important. One the designs are complete, the winning designer will need to slice the design and deliver the final out puts to me sliced (html + css), as well as the designs (PSD or depending on tool used) etc Any questions please let me know.
