Online Selling Portal - All shops in one website -- 2

Hello, I need to create an online shopping portal where I can add and manage multiple shops which offer products for selling. User will search for products and it will show shops offering those products for selling. Portal will be of good graphic design with banners and colors. We need full customization with following functionalities. -There will be 3 users of the website. 1) End User (search and do shopping) 2) Admin user (owner with all rights) 3) Shop owner - add or block a shop - add products with images - manage products count for each shop to sell ( e.g 10 or 20 ) - Allow or Disallow a shop to sell online ( products will have Add to cart button as disabled for not allowing) - Shop owners can manage their shops with the ability to change products, prices and images etc. - Each shop will have a customized URL when shop is registered ( e,g. [login to view URL]\myshoestore) - Filters and sorting - Excellent search functionality - Deals and promotions - SMS to send to shop owner and website user both - In this case, user can buy products from multiple shops, so sms will be sent to every shop owner - Newsletters - Home page design with New Shops added, Deals, Promotions and discounts - User can also login through facebook account. There will be other registration form available for user if does not login through facebook. - Full contact information will be displayed with each shop and also whether they allow "Cash on delivery" or not - Admin can make shops as Premium - They will appear first in result and then non-premium shops - User can search through different parameters. We need suggestion from you that which framework or language we should use to build this portal such as all functionalities are supported and scalable to expand in future. Questions: Should we go for ecommerce platforms like magento or woocommerce or build in core PHP? Does ecommerce platforms support adding of multiple shops and handle them separately with their sales. Does ecommerce platforms support SMS sent to multiple shop owners if products are selected from multiple shops in one single order Please read carefully each and everything. May be I have not listed each and every functionality here. Please see the document attached. Discussions may be required. We will give time to developer\designer to build this portal. Excellent designing and coding skills in PHP are required. Developer may use Ecommerce solution but it should have customization capability to fulfill our needs. Both skills ( development + design) must be perfect. We have multiple portals to build like these for different industries, so We would like to have freelancers quote in a way that they want to work with us for a long term basis. Be realistic in quoting the price as we are a start up and have limited budget. We are expecting a quote like $500 as developer will have the chance to work on multiple projects with us.
