Build a Sports Betting website PSD to HTML

I need a sports betting website built, I have done the designs in Photoshop and I have the backend code, I just need it to be a working website. There a 5 main pages (home,about, contact,Help, My Account) There will also be other pages for the different events the user would bet on but these pages would be created at the time the event is ready to be played. So probably make 3 pages I can use as a template. I am not sure what platform ie. Wordpress or just normal HTML to use, so I will just stick with HTML. I have not got a gambling license so this site will not actually go live. What I also need done; User login user able to deposit funds user able to withdraw funds I have chosen a low budget because the design has already been done and the betting code has already been done, I just need it to be styled and converted. What I don't have on this site is funds for the user to have, basically I want the user the pay a certain amount of $ to play each game, so everytime someone clicks 'initiate' $5 comes out of their account. more details to the person awarded the job.. There is no other website in the world that uses this betting pattern so I can't really show some more examples BUT it would be nice if the winning bidder had done some sort of betting website before.
